Is the National Safety Council planning to rid Ireland of all cyclists? Especially children?

If they were serious about saving lives, one would might expect that the NSC would actually tackle the real issues of safety for the Irish cyclists: Heavy Goods Vehicles, Speeding , Lack of lower speed limits, Dangerous junction designs and bad driving.
