Zartis, the new social recruitment software service, today announced that Bill Liao, previously co-founder of German social network, Xing, will join its Board of Directors. Liao will be joined on the Board by Irish entrepreneur, Jonathan Grey. Liao will be joined on the Board by Irish entrepreneur, Jonathan Grey.
