Bord Pleanala have, in ’the interests of natural justice’ invited Indaver to respond to observations responding to Indaver’s additional material specific to flight paths and erroneous dioxin figures submitted at the invitation of Bord Pleanala in response to issues exposed at the 2016 Oral Hearing despite Indaver having being given opportunity to answer those issues in depth at the Oral Hearing. Indaver have four weeks from the advice letter dated 5 September to respond.

Among observations submitted to Bord Pleanala to which Indaver is now invited to respond was material which showed Indaver to be starving the standard model man ( http://chasecorkharbour.com/new-material-observations/ ) in order to meet EU dioxin intake limits as well as a grossly underestimated helicopter plume risk zone. A letter submitted from the Department of Defence has requested specific assurances that risk to helicopters from the plume be contained within 150m from the stack in all conditions. According to the Bord’s Strategic Infrastructure Development flowchart, should material submitted by Indaver contain “significant additional information on the environment, Board will make information available and invite further submissions”. ( Ref: http://www.pleanala.ie/sid/flowchart.pdf )

This is gone far beyond a comedy of responses. The application was lodged in January 2016 with a decision due under Strategic Infrastructure Application guidelines by mid-July 2016. This is the 5th deferral, the zoning of the site is no longer industrial having been earmarked for educational and research use in July 2017 ( http://www.eveningecho.ie/corknews/Indaver-incinerator-...32-ds ) under Local Area Plans which are now operational, while Bord Pleanala’s website currently quotes a 6th deadline ( http://www.pleanala.ie/casenum/PA0045.htm ) date of 27 October 2017.

What a mess.
