  | New Planning Bill ‘undermines EU environmental enforcement policy’ ‘Call to Arms’ over Planning Bill 2019           national |         rights, freedoms and repression |         press release           Sunday December 22, 2019 22:26  by foie - Friends of the Irish Environment![]() Press Release - Friends of the Irish Environment 20th Dec 2019 An environmental group has issued a ‘Call to Arms’ targeting the Government’s newly published Housing and Planning and Development Bill 2019, recently opened for Public Consultation. The proposed restrictions include a requirement for community groups or NGOs [non-Governmental organisations] to be established for three years rather than the current one year and a requirement for them to have a minimum of 100 members. Changes to the ‘cost’ rules will make it more difficult for ‘pro bono’ representation. The requirement for being granted leave to bring a Judicial review will replace ‘sufficient’ interest with a ‘substantial’ interest in a way which must be ‘peculiar or personal’.  |
