Colonel Luis Arce Gómez was the right hand man of Luis García Meza who headed up the bloody coup d'etat in Bolivia on the 17th of July 1981. His extradition to serve a prison sentence for abuses of human rights and international drug trafficking has long been sought and expected as the least sign that one really can squeeze blood from stones without resorting to magical alchemy or that elusive Nobel prize category of finest plasterers or Quantum brickies.
As of writing this man born in 1938 can only enjoy only sparse internet biographical referential coverage in either Spanish language or English. Though I'm sure we can correct that soon enough. We need to explain so much about the chap who as usurping minister of the interior counted on such luminaries and advisors as the convicted NAZI and ex-SS officer, Klaus Barbie as well as the Italian fascist terrorist, assassin of trade unionists & champion of arch-catholic values Stefano Delle.
If he is to serve his sentence He will have to live to 116 years. That's longer than Hitler. according to some. Although some didn't suspect either the Nazis, smersch, quantum or Opus Dei in backing the 1981 coup d'etat but instead made it simple and said it was drug cartels (not to be confused with pharmo-corps) = talking snout here.
He will serve 30 years in a Bolivian prison and then be returned to the USA to serve a further 15 years.
I'm not sure nor am I really interested in what payroll conditions he might be afforded but simply note his family members will not parade his photo around the shop as "one of the disappeared presumed raped, tortured and killed by gorillas".
He may count on enough to eat......... & learn a new trade in between being either raped or masturbating to chronic itchiness and prostrate cancer.
Prison in the enlightened 21st century is as much as about rehabilitation and insertion into society as it is about retribution. Why even our more local mass murderer Radovan Karadzic has enjoyed throughout his trial in the Hague an ICTY standard cell of 15 metre squared cell complete with TV bed, desk, shelving, cupboard, toilet, hand basin, and intercom for communication with the officers whilst the cell is locked. The folk in the ICTY assured me through their website the last time I looked that Karadzic's accomodation exceeds international standards for space, lighting and facilities and is designed for single occupancy. Odd isn't it, that the more people you kill and slaughter, and the longer you get away with that - the more comfortably you are imprisoned and the better facilities you are offered. I am not sure Bolivian prisons are as posh and close to IKEA® or House and Interiors© as the International Criminal Tribunal for the former Yugoslavia, but that's probably, as you all know well and don't need reminding - because South Americans are shit poor.
despite producing more fun stuff like chocolate, soya beans, cocaine and bananas than the rest of the planet put together.
